The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers help to people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC is currently working in Tanzania providing non-pharmacological mental health and psychosocial support services as one among many other services. These Terms of Reference relate to substance dependence training including a component of providing care to clients struggling with substance misuse and dependence which has a greater effect not only to themselves but to their families and the society as a whole. Issues around child protection related to child neglect and abuse have been connected to Substance dependence/misuse, similarly many Gender based violence incidences like rape and intimate partner violence can be traced down to similar causes.
Main Goal
The primary goal is to improve provision of care and counselling psychotherapy for people struggling with substance dependence as well as to prevent the community member from falling into addiction.
Scope of work
The addiction counselling training will be provided by a skilled substance dependence/addiction expert to 16 counsellors on how to better intervene for such clients. The counsellors have a concrete background and experience in providing evidence based psychotherapy to Congolese and Burundian refugees and asylum seekers in the Northern part of Tanzania, Kigoma. The training is to take 3 to 4 days at most. The topics to be covered include but are not limited to Introduction to addiction, the biology of addiction and social stigma, principles of addiction treatment, Recovery management and factors affecting treatment outcomes, the role Group Counseling, Family therapy in addiction treatment, Intake, Assessment, Screening, Treatment Planning and Documentation for Addiction Professionals.
Objectives
• To improve and increase access of services to clients struggling with substance dependence.
• To build the capacity of the counselors to better respond to clients struggling with substance dependence and enhance their decision making skills for appropriate interventions
• To strengthen referrals and coordination with other stake holders like child protection, gender based violence, family members and the community in identifying and referring substance dependence clients to the wellness center for further support.
Key Deliverables Expected (in 4 days):
• A comprehensive report that covers a brief description of the training methodology including a summary of any challenges encountered/lessons learned; and a thorough description of the training outcomes that mentions the methods/tools used to evaluate participants’ knowledge and skills gained. The report should be submitted to IRC within two days from the completion of the training.
• Specific activity plan in advance (For the purpose of monitoring)
Education Required Skills and Experience
• Qualification as an addiction counselor, with extensive experience and knowledge on providing non pharmacological interventions for people with substance dependence problems.
• Previous work experience in a facility delivering addiction counselling and has regular capacity to maintain clinical skills
• Good analytical and communication skills.
Minimum criteria for submission of the proposal for the BID
• The training consultant /institution should submit a technical and a financial proposal and is expected to demonstrate that it has a track record of not less than three (3) years of experience executing similar assignments.
• Qualifications as specified in section 6 and proven experience in conducting search assignment

Contractual issues
The IRC will provide the following at no cost to the consultant:
Travel costs (to and from their location) however no costs associated with preparing the application including proposal submission will be met by IRC
The consultant / team must comply with The IRC rules and procedures related to security and relations with the media
The consultant/ team must respect the ethics related to evaluation practice
Security would be provided and organized by The IRC team
Documents of reference (To be availed by IRC)
Relevant project documents as deemed necessary
Others
The consultant will work closely with IRC’s Senior Health Coordinator and the Senior Mental Health and Psychosocial Support Manager.
