Job Title: SOCIAL ECONOMIC EMPOWERMENT OFFICER
Project Name: USAID –SAUTI PROJECT

Salary scale 1,050,000 tshs (gross salary)
Job Objective:
The SEEO will support the planning, implementing and monitoring of WORTH+, an economic strengthening intervention that utilizes a unique combination of literacy training and community banking and entrepreneurship targeting Vulnerable Adolescent Girls and Young women in the Sauti Program’s combination HIV prevention programs. S/he will be responsible for overseeing the mainstreaming and implementation of DREAMS core package of interventions (social asset building, socio-economic combination and parenting) by SHDEPHA+ in the WORTH+ groups. The SEEO will train and mentor Empowerment workers staff on WORTH+ interventions, monitor the implementation of strategies and interventions and ensure services provided through this platform are in compliance with Sauti‘s Standard Operating Procedure. S/he will work closely with DREAMS PO, SBCC Program Officer and Biomedical Advisor at regional level, to ensure the alignment and technically soundness of interventions across the project. The SEEO will participate in the monthly EWs meetings, facilitate progress review meetings, visiting WORTH+ groups at safe spaces. Overall, this position requires extensive travel to the field of up.
Specific Duties
TECHNICAL SUPPORT
- Support implementation of strategies and interventions in compliance with WORTH+ SOP, to improve the quality and responsiveness of service delivery for vulnerable AGYW
- Facilitate trainings to empowerment workers and DREAMS PO in community banking, electronic ledgers, entrepreneurship, literacy, Better parenting, SBCC, and Basic counselling skills using evidenced based curriculum
- Facilitate the enrolment of vulnerable AGYW into market driven vocational training at Vocational Educational and Training Authority (VETA) and apprenticeship programs with successful businessmen in the districts
- Support to Ews in developing and implementing state of art best practices business models with viable markets and reliable supply chains.
- Ensure that all WORTH+ groups receive biomedical services at the Safe space or by the CBHTC+ teams.
- Support registration of WORTH+ groups with the Ministry of Health, Community Department, Gender, Elderly and Children
- Supporting linkage to agricultural projects and SIDO related business opportunities
Preferred Qualifications and Experience
Education:
- Bachelor’s Degree in field(s) in economics, social sciences, or related field relevant to fulfilment of the duties and responsibilities as described above.
Experience:
- At least three years of progressively responsible experience in economic strengthening interventions
- Preference for candidates that have been involved in donor funded development programs.
- Fluent spoken and written English and Swahili.
- Social Work experience a plus
- Work experience in micro finance is a plus.
Job Title: PROJECT Monitoring and Evaluation Officer (1 position)

Key Duties and Responsibilities:
- To maintain and updating database for all Waache Wasome intervention conducted by shdepha+.
- Implementation and evaluation of monitoring tools and data management.
- To ensure the DQA is carried on monthly basis in guidelines and that recommendation following the site DQA Visit are implemented
- To Ensure the QIQA is conducted in quarterly basis
- To ensure timely data entry ,cleaning on routine basis, generation of data queries and routine progress reports
- To collaborate with other team members to prepare weekly, monthly, quarterly, semi-annual and annual reported on supported program areas.
- To develop and respond to queries related to data analysis
- To perform other duties assigned by your supervisor
- To supervise volunteers (data clerks)
- To collaborate with Program coordinator to evaluate monthly and quarterly program progress and advice the Program manager/Management on strategies towards progress
- To analyse data and display at organisation notice board (should be on monthly basis
- In charge in evaluating the program progress on daily ,weekly and monthly basis and advice the staffs ,Program manager and deputy program manager

The POY clubs provide safe spaces in schools where girls can build protective assets that reduce vulnerabilities and expand opportunities. The POY clubs will focus on the enhancement of girls self – esteem, self – confidence, decision making abilities, leadership skills and ability to challenge violence in schools and communities
- To oversee and coordinate all activities which aimed at increasing family commitment and capacity to invest in girls education
- To oversee and coordinate all activities aimed at foster a girl friendly and supportive school environment
- Oversee and coordinate all issues related to providing alternative education pathway for girls who have dropped out of secondary schools due to pregnancy and/or early marriage
- Facilitate the process for development/preparation and review Progress and action plans to reach targets.
- Participate in meetings with WEI Tanzania
- Provide technical support to the Team
- Work in a professional manner with Finance department to run the project smooth
- Ensure timely submission of reports to WEI and SHDEPHA
- Conduct monitoring and Evaluation visits.
- Keep in touch with all key stakeholders at community levels at all time and ensure there is no discrimination or stigma from field staff.
- Represent the organization to the LGA meetings and other stakeholder meetings

Job Summary: The Accountant will provide support in instituting accounting controls, recording and reporting of assets, liabilities and income and the monitoring of disbursements of donor funds in support of the program manager.
Key Duties and Responsibilities:
- The incumbent maintains general ledger accounts by reconciling accounts receivables and control accounts, analysing and reconciling payable ledgers.
- Tasked with handling day to day accounting transactions
- In charge of the preparation of staff payroll and payment of staff salaries
- Responsible for preparation of monthly accounts to head office including updated QuickBooks database and supporting documents for all transactions.
- Tasked with the preparation and submission of monthly Statutory returns to relevant government Agencies (PAYE, NSSF and other taxes
- Quality assurance of budgets, payments, accounting, facilitation of auditing as well as financial risk management.
- Internal training and active support of programme staff to reinforce capacity of financial management in programmes.
- To be in charge of implementation of well-functioning support systems at the office in order to provide necessary and timely administrative support and procurement processes.
- To work independently with very minimal supervision, being proactive and dedication to work beyond normal hours when needed to do so.
- To participate in pursuing new donors and securing strong trust with existing donors.
- Prepare and present monthly expenditure analysis.
- Monthly financial report preparation and submission to WEI and shdepha
- Maintains internal accounting controls by following policies and procedures of the organization, complying with USAID and local financial legal requirements, prepare journal entries.
Qualifications, Skills and Experience:
· The applicant for the USAID Project Accountant job placement must hold a Diploma /advanced diploma or Bachelor’s degree in Business Administration with accounting/finance major from a recognized institution, or related field; a profession accounting qualification will be an added advantage
· Computer literacy i.e. experience in using QuickBooks

SHDEPHA+ is an acronym for Service, Health, and Development for People living with HIV/AIDS. It is a national non-governmental organization, registered on 21 November 1994 with registration number SO 8216. SHDEPHA+ originated from the initiatives of fifteen people living with HIV/AIDS whose goal was to create a network and to mobilize resources to help people living with HIV/AIDS and to fight the spread of the disease. Although originally focusing on people living with HIV/AIDS, over the years SHDEPHA+ has expanded beyond HIV/AIDS and related issues to other development interventions and now covers both infected and affected by HIV/AIDS with over 65 branches countrywide. Each branch of SHDEPHA+ works independently, developing, managing and implementing its own projects; though all branches share one constitution and registration.
About WAACHE WASOME Project:
Waache Wasome’ is a five – year project (Dec 2016 – September 2020), funded by the United States Agency for International Development (USAID) and implemented by World Education, Inc. (WEI/Bantwana) in Partnership with SHDEPHA+ at Karatu DC , The goal of the project is to increasing adolescent girls’ enrolment and retention in secondary school.
